Title I Parent and Family Engagement Requirements - 
Title I schools are required to include parents in the decision-making process regarding the Title I educational program. At a minimum, all Title I schools are required to:

  • Establish a Title I Parent Advisory Council (PAC)
  • Conduct an election to identify PAC Chairperson and Alternate
  • Conduct an Annual Title I Parent Meeting to inform parents of the school’s Title I program.
  • Involve Title I PAC members in the joint review, planning, and improvement of the Comprehensive Educational Plan, Parent and Family Engagement Policy, and School-Parent Compact.
  • Consult with Title I PAC members regarding the use of the parent involvement set-aside (a minimum of 1% of the school's Title I allocation)

Reminder: In School-wide Program Schools all parents must be invited to participate in Title I parent meetings, as all students participate in the school's Title I program. In Targeted Assistance Schools only the parents of students participating in the school's Title I program (students with the greatest academic needs – those who are performing below the state‘s standards or have been identified as most at risk of not meeting the state’s standards) must be invited to attend Title I parent meetings.

 Protocols and Timeline for Title I Parent and Family Engagement Activities 
In accordance with Section 1116 of the Every Student Succeeds Act (ESSA), the December 2015 reauthorization of the Elementary and Secondary Education Act (ESEA), all schools receiving Title I funds must conduct outreach to all parents and family members of students participating in the Title I program, and implement programs, activities and procedures for the involvement of parents and family members. Such programs, activities and procedures shall be planned and implemented with meaningful consultation with parents of participating students.
